The Chair, IT, called the meeting to order at 1235L.
The minutes of the 2/16/04 and 3/6/04 Eboard Meetings were approved of unanimously.
Reports:
President: · IT at 3rd Level Arbitrations
Vice President: · Mids and DVDs/Computers – Bob’s problem: how to put in writing that we can have these on a Mid? But, if we don’t spell it out, how will the intent of allowing these when there is no traffic be made known? SR then requested that someone on the Eboard might come up with appropriate wording on a new agreement/Mid guideline. · SR requested that, if something regarding a URET issue gets “dumped” to area OPTs, the OPT members should get with the area URET FIT rep. about the issue.
Secretary: · IR made a request for list of Members in good standing from Candy Derr for April 11th/Elections. UO will follow up
Treasurer: Treasurer’s Report: KO attended Secretary/Treasurer training last week and discovered that financial reports do not have to be submitted with each Eboard meeting, but rather just once per quarter.
New Business: · Who should control the Orbit Areas in URET – the group discussed this. No agreement due POS and UKW Reps not present. Still open. · Quarterly “slush” funds – Discussed the recent use by TMU Rep of quarterly funds (“pooling” several areas’ funds). - Problems: The word of the pizza that was bought did not get out to all the areas, no credit was given to NATCA, non members had more access to pizza (why not put it down by CQY?), and not proper to approve a voucher for the combination of the “slush” funds. - It was discussed that there was little info on the use of these funds (they were not to be accumulated, however, for an “event”). - SR said that he was on the Eboard when this was originally developed, and that the $50 was to be used for an Area NATCA Meeting, and not how TMU used it last week (i.e., combing the funds from several areas for a party). - Questions: How do we voucher last week’s use of the funds properly? And, what do we do in the future with the $50? The Eboard talked about doing away with the funds – Officers can always come to the Eboard with requests for $ for meetings, etc., and this way it doesn’t have to be limited to $50.
KO said that the Voucher would be for “Membership Services”.
PP made a motion for up to $350 for voucher to reimburse TMU for the expense of the pizza for Membership Services event of 3/19/04. JF seconded the motion. SR made a motion to amend PP’s motion to show the exact amount of the expense, $347.46. PP seconded the amendment to the original motion. No discussion. Passed unanimously.
PP made a motion to discontinue the quarterly area funds. KO seconded the motion. No discussion. The motion passed unanimously.
Unfinished Business: · Article 8/9 step 1 forms: Still changing the forms to reflect the reason/explanation of the nature of the grievance. This is contingent upon management committing to not holding formal discussions after given the form. Item still open.

CQY: · Supe Booker told VO that he didn’t have to abide by 71M due to a briefing he had by IT in the past. Still having problems with the credit hour issue by Booker and Henderson. Grievance will still be filed, but Carruth understands and said he would take care of it. Either he has a supervisor with a conduct issue, or Carruth is lying about fixing the problem.
FRI: · Art 8 worked: 2 BUEs were charged leave, but changed to ART 19 Admin. Leave for weather. Supe/Laster changed “green sheets”. · New guard shack next year will take away 40 parking spaces; 20 will be added in back of facility.
JEN: · Nothing
POS: · Absent
TMU: · Absent
UIM: · Responses to 2 Art. 8 grievances: 2 people skipped over for credit and told they’d get a day to come in for credit. This is unacceptable.
